Chairman of the Economic Development, Tourism, Housing, Planning and Transit

Committee, Thomas J. Briggs, and Deputy Chairman James F. Maloney offer the

following:

WHEREAS, the Ulster County Legislature requested State legislation to allow

the County to regulate the registration and licensing of taxicabs, limousines and

livery vehicles; and

WHEREAS, such legislation has now been introduced as Senate Bill No.

S7448 and Assembly Bill No. A79601 so that a formal Home Rule Request is now

appropriate; and

RESOLVED, that the County Executive and the Clerk of the Ulster County

Legislature are hereby authorized to execute and submit a Home Rule Request

(Request by a Local Government for Enactment of a Special Law), pursuant to

Article IX of the Constitution, requesting the enactment of Senate Bill No. S7448 and

Assembly Bill No. A9601 entitled “An act to amend the general municipal law and

the vehicle and traffic law, in relation to authorizing the counties of Dutchess and

Ulster to regulate the registration and licensing of taxicabs, limousines and livery

vehicles,”

and move its adoption.
