Legislator Mary Wawro offers the following:

WHEREAS, the Ulster County Legislature appropriated to Awareness, Inc.

the sum of Five Thousand Dollars ($5,000.00) in the 2014 Ulster County Budget to

be expended for the purpose of offsetting costs associated with a peer-to-peer

education program specifically oriented toward adolescent offenders who receive

substance abuse related sentencing in Ulster County Courts; now, therefore, be it

RESOLVED, that the Ulster County Commissioner of Finance is hereby

authorized and directed to pay to the Director of Awareness, Inc. the sum of Five

Thousand Dollars ($5,000.00) to be expended towards the operation of a peer-to-peer

education program with certified mental health professional oversight; and, be it

further

RESOLVED, in order to receive such funds, Awareness, Inc. must submit to

the Ulster County Legislature a verified accounting of disbursements to be

undertaken; and, be it further

RESOLVED, that Awareness, Inc. shall render a true and accurate report of its

operations for the year 2013 prior to the release of any authorized funding; and, be it

further

RESOLVED, that no County money shall be paid to Awareness, Inc. until a

Memorandum of Receipt, signed by the Director of the aforementioned group

agreeing to comply with the terms of this Resolution is delivered to the County

Commissioner of Finance; and, be it further

RESOLVED, that Awareness, Inc. shall render a verified account of

disbursements with certified vouchers attached, and refund any unused amount on or

before the 31st day of December 2014; and, be it further

RESOLVED, the Comptroller and/or any and all officers of the County of

Ulster, their agents and representatives, shall be allowed full access upon reasonable

notice and at reasonable times to the books, papers, records of Awareness, Inc.

during the period that this resolution is in effect for the purpose of ascertaining the

manner in which the above sum of money is being used or applied; and, be it further

RESOLVED, that the above organization agrees to comply with all applicable

Federal, State and local regulations including, in particular, any forbidding

discrimination by such organization,

and move its adoption.
