Chairman of the Health, Human Services and Human Rights Committee, Abe Uchitelle, and Deputy Chair Craig V. Lopez offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Health (DOH); and

 

          WHEREAS, Public Health Law §1377 requires that all property owners of homes built prior to 1980 with two or more units register their property through a rental registry and have a lead safety inspection conducted, and is the local health department’s responsibility to complete, or ensure completion of, all components of PHL §1377; and

 

WHEREAS, the NYS Department of Health intends to award the Ulster County Department of Health a five-year contract (C39934) for the Lead Rental Registry program; and

 

WHEREAS, it is anticipated an annual award in the amount of $558,200.00 for the contract term 4/1/24-3/31/29; and

 

          WHEREAS, the original 2025 Budget contained (2) Public Health Technicians and an expectation that the City of Kingston would be assisting in the program; and

 

WHEREAS,  it has since been determined that Kingston will be taking a lesser role, requiring Ulster County Department of Health to add an additional Public Health Technician, a position that is 100% grant reimbursable; and

 

          WHEREAS, in order to reflect the creation of this position an amendment of the 2025 budget is necessary; now, and therefore be it

 

RESOLVED, that the position of Public Health Technician is created and the 2025 Budget is hereby amended as follows:

RESOLVED, if funding for this program is eliminated, the Commissioner of Finance shall, immediately upon discovery, send written notification to the Clerk of the Legislature, and the relevant Department Head shall attend the next regular meeting of the Ways and Means Committee to assist the Committee in review and evaluation for determination of the position’s continuance; and, be it further

 

RESOLVED, if no new funding source can be identified, this position will sunset when funding is no longer available, unless determined otherwise by the Ulster County Legislature,

 

and moves its adoption.
