Chairman of the Health, Human Services and Human Rights Committee, Abe Uchitelle, and Deputy Chair Craig V. Lopez offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Mental Health; and
WHEREAS, the Ulster County Department of Mental Health wishes to obtain and utilize data on nonfatal and fatal overdoses, mental health, and suicide data surveillance to assist in understanding the primary risk factors and trends for overdoses, suicides, and other mental health crises of death of Ulster County residents; and
WHEREAS, the New York State Department of Health, Biospatial platform and ImageTrend Elite Viewer maintains this surveillance data that requires a Data Use Agreement between the state and county to allow access; and
WHEREAS, this agreement will be in effect for no more than five years and bears no cost; now, therefore, be it
RESOLVED, that the Chair of the Ulster County Legislature is authorized to execute a five-year agreement and any amendments thereto, for the period of May 1, 2025 through December 31, 2030 with the New York State Department of Health to grant access to surveillance data,
and moves its adoption.
