Chair of the Public Works and Capital Projects Committee, Kathy Nolan, and Deputy Chair Herbert Litts, III offer the following:
WHEREAS, this Resolution has been submitted at the request of the County Executive on behalf of the Department of Public Works; and
WHEREAS,thecountyissuedRFP-UC24-049 forProfessional ServicesfortheBig Pond Bridge Replacement;and
WHEREAS, the Big Pond Bridge (BIN 3347000) is a single span, steel girder bridge founded on concrete abutments originally constructed in 1959; and
WHEREAS, the Big Pond Bridge (BIN 3347000) is approximately 83 linear feet long with a bridge deck that is approximately 30 feet wide; and
WHEREAS, the approved 2025-2030 Capital Improvement Program includes funding in the amount of $450,000.00 for design services for Big Pond Bridge (BIN 3347000), which carries Big Pond Road over the Beaver Kill in the Town of Hardenburgh; and
WHEREAS, the Ulster County Commissioner of Public Works requests funds for design services to fully replace the Big Pond Bridge superstructure and substructure components; and
WHEREAS, pursuant to Resolution No. 689 of December 17, 2024 the Restricted Capital Reserve Fund – Bridge Capital Reserve (the “Fund”) is a Restricted Capital Reserve Fund for any object or purpose for the construction, reconstruction, or acquisition of county-owned bridge projects; and
WHEREAS, the Commissioner of Public Works requests that Capital Project No. 727 be established to fund design services in the amount of $550,000.00; and
WHEREAS, the County Executive recommends the use of $550,000.00 of the Restricted Capital Reserve Fund – Bridge Capital Reserve for design services for Big Bond Bridge (BIN 3347000); now therefore, be it
RESOLVED, based upon examination by the Ulster County Legislature, the County’s funding of this Project constitutes a Type II action as defined under Section 4.5.5 of the County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated April 20, 2010; and, be it further
RESOLVED, Ulster County has determined that this funding action does not pose a significant potential environmental impact and may be progressed as a Type II action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any further determination or procedure under SEQRA; and, be it further
RESOLVED, that the 2025 Ulster County Operating Budget is hereby amended as follows:
