Chairwoman of the Law Enforcement and Public Safety Committee, Gina Hansut, and Deputy Chair Chris Hewitt offer the following:
WHEREAS, this resolution has been submitted at the request of the Ulster County Sheriff; and
WHEREAS, the Ulster County Sheriff’s Office is seeking to establish a Law Enforcement Equipment Capital Project for the acquisition of a Marine Sonic ARC Explorer MKII system, an advanced towed sonar designed to support law enforcement with high-resolution imaging and precision underwater navigation; and
WHEREAS, the Marine Sonic ARC Explorer MKII provides high-quality imaging capabilities to assist in underwater searches and recoveries, allowing law enforcement to efficiently locate and identify objects of interest in both shallow and deep water environments, and is capable of detecting objects with superior clarity even in low-visibility conditions; and
WHEREAS, the sonar system will greatly enhance the Sheriff’s Office capabilities in various critical operations, including the recovery of evidence, search and rescue missions, and the safeguarding of local waterways by identifying potential hazards or submerged objects that may otherwise go undetected; and
WHEREAS, currently, the Sheriff’s Office lacks this specialized sonar technology, which is essential for enhancing operational efficiency, safety, and response capabilities in underwater scenarios, thereby supporting broader public safety objectives and improving the effectiveness of law enforcement activities in Ulster County’s numerous waterways; and
WHEREAS, the approved 2025 – 2030 Capital Improvement Program includes a project titled Law Enforcement Equipment Replacement totaling $200,000.00 in 2025;
WHEREAS, it is necessary to establish and fund Capital Project No. 710 in the amount of $67,766.00 plus a ten percent contingency of $6,776.00; now, therefore be it
RESOLVED, that Capital Project No. 710 for Law Enforcement Equipment be established as follows:

RESOLVED, that the 2025 Ulster County Capital Fund is hereby amended as follows:
