Referred to: The Public Works, Capital Projects and Transportation Committee (Chair Nolan and Legislators Donaldson, Kovacs, Litts, and McCollough), and The Ways and Means Committee (Chairman Gavaris and Legislators Collins, Hansut, Kovacs, Nolan, and Roberts)
Legislator Eric Stewart offers the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Finance, Division of Recovery and Resilience; and
WHEREAS, the Ulster County Legislature passed Resolution No. 289 amending and funding capital project No. 635 in the amount of two million dollars ($2,000,000.00) to create a program to partner with Ulster County municipalities and match up to 50% of park and recreation projects with a maximum contribution of $100,000.00 per municipality; and
WHEREAS, the County and the Town of Marbletown (the “Town”) entered into a municipal contract, as authorized by Resolution No. 55 of February 13, 2024, for use of Parks grant funds at Grady Park in the Town of Marbletown; and
WHEREAS, the Town has determined its awarded Parks grant funds will be better spent to improve the Town Park on Tongore Road and has re-applied for a new contract for use of its Parks grant award funds at this location; and
WHEREAS, the improvements at the Town Park are to replace the existing park bathrooms with new for use by the general public; and
WHEREAS, the County and the Town desire to enter into an Intermunicipal Agreement (IMA) where the Town will be a subrecipient of One Hundred Thousand Dollars ($100,000.00) of American Rescue Plan Act – Coronavirus State and Local Fiscal Recovery Funds (SLFRF); and
WHEREAS the Town will be responsible under the IMA for administering a program to improve the Town Park; now, therefore, be it
RESOLVED, that Resolution No. 55 of 2024 is hereby rescinded; and, be it further
RESOLVED, the Chair of the Ulster County Legislature is hereby authorized to execute the Inter Municipal Agreement with the Town of Marbletown to partially fund the improvement at the Town Park on Tongore Road in the form as filed with the Clerk of the Legislature or as modified with the approval of the County Attorney,
and move its adoption.
