Chair of the Public Works, Capital Projects and Transportation Committee, Kathy Nolan, Deputy Chair Herbert Litts, III, and Chairwoman of the Law Enforcement and Public Safety Committee, Gina Hansut, offer the following:

 

WHEREAS,thisresolutionhasbeensubmittedattherequestoftheCountyExecutiveonbehalfoftheDepartmentofPublicWorks;and

 

WHEREAS,theCountyissuedRFP-UC21-029fortheArchitectural&EngineeringservicesfortheGovernmentOperationsBuilding;and

 

WHEREAS, pursuant to Resolution No. 444 of 2021 the Ulster County Legislature established Capital Project No. 607 Government Operations Center and provided funding for architectural and engineering services; and

 

            WHEREAS, pursuant to Resolution No. 309 of June 21, 2022 the Ulster County Legislature authorized the acquisition of real property located at Paradies Lane in the Town of New Paltz for the purposes of siting the Government Operations Center; and

 

WHEREAS, pursuant to Resolution No. 675 of December 2022 the Ulster County Legislature amended Capital Project No. 607 to provide additional funding related to site selection, and additional environmental work including testing associated with both the design of the Project and environmental concerns related to the brownfield areas of the project site; and

 

WHEREAS, the New York State Department of Environmental Conservation comments and concerns were of a nature that that the County thought it prudent to conduct additional due diligence prior to site acquisition with respect to a required remedial action work plan where additional outstanding comments from NYSDEC still await a response; and

 

WHEREAS, the additional due diligence involved the reevaluation of additional sites relative to the planned location for the Government Operations Center; and

 

 

WHEREAS, the provisions in the contract between Ulster County and Urbahn Architects provide for the Architect to request additional fees, Urbahn has requested additional fees that relate to site revaluation, value engineering, additional alternatives, increase in number of meetings and coordination, and extra requirements of bidding and need for additional services for construction administration; and  

 

            WHEREAS,the completion of final design and environmental work is necessary to complete the bid documents and satisfy the requirements of the Brownfield Program; now, therefore be it

 

            RESOLVED, that Capital Project No.  607 for the Government Operations Center is hereby amended as follows:

and, be it further

 

            RESOLVED,  that the 2024 Ulster County Capital Fund Budget is hereby amended as follows:
