Referred to: The American Rescue Plan Act Special Committee (Chairman Corcoran and Legislators Clinton, Levine, Lopez, and Sperry), The Health, Human Services and Housing Committee (Chairman Uchitelle and Legislators Collins, Corcoran, Harmon, Kitchen, Lopez, and McCollough), and The Ways and Means Committee (Chairman Gavaris and Legislators Collins, Hansut, Kovacs, Nolan, and Roberts)
Chair of the Legislature, Peter Criswell, Chairman of the ARPA Special Committee, Thomas Corcoran, Jr., and Majority Leader Abe Uchitelle offer the following:
WHEREAS, the 114 Route 28 Redevelopment Project (“The Quality Inn Redevelopment”) is a $47,000,000.00 development project that aims to transform the vacant former hotel into a mixed-use, energy-efficient campus that will contain eighty-three (83) permanent, supportive and affordable apartments; and
WHEREAS, the Quality Inn Redevelopment Project will additionally provide supportive service offices, a community room, child daycare, and a commissary kitchen; and
WHEREAS, Resolution No. 31 of 2022 funded Capital Project No. 602 to utilize Federal American Rescue Plan Act (ARPA) funds for water and sewer infrastructure investments extending to 114 Route 28 that assist economic development and affordable housing projects in Ulster County; and
WHEREAS, the purpose of American Rescue Plan Act (ARPA) funding is to facilitate the recovery of programs and services related to public health and economic impact; and
WHEREAS, food trucks and other small businesses can benefit from the use and availability of commissary kitchens and equipment for food preparation and storage; and
WHEREAS, food services are an essential component in Ulster County’s economic recovery from the COVID-19 pandemic; and
WHEREAS, this project is estimated to cost $245,000.00 of ARPA funds from Ulster County to fund the commissary kitchen including equipment, design, fit-up, and contingency; and
WHEREAS, a portion of the funding for the project will come from a reallocation of funding from Resolution No. 96 of 2022; and
WHEREAS, Resolution No. 96 of 2022 established the ARPA Water & Sewer Matching Program in the amount of $5,000,000.00; and
WHEREAS, fourteen (14) municipalities have successfully been awarded and contracted for Water and Sewer Infrastructure projects through the ARPA Water & Sewer Matching Program; and
WHEREAS, the ARPA Water & Sewer Program is considered complete and has remaining budget of $20,560.00 which must be reassigned to another purpose; and
RESOLVED, that Ulster County hereby dedicates ARPA Funding in the amount of $245,000.00 to the Commissary Kitchen project at the Quality Inn Redevelopment; and, be it further
RESOLVED, that the 2024 Ulster County Operating Budget is hereby amended as follows:
