Chair of the Public Works, Capital Projects and Transportation Committee, Kathy Nolan, and Deputy Chair Herbert Litts, III offer the following:

 

WHEREAS, this Resolution has been submitted at the request of the County Executive on behalf of Ulster County Area Transit (UCAT); and

 

 WHEREAS, Ulster County is a designated recipient of funding through the Federal Transit Administration’s (FTA) Bus and Bus Facilities Program (Section 5339(c) funds); and

 

WHEREAS, funding from this program would allow UCAT to purchase low or no emissions buses and replace 35-foot low floor diesel buses that will be at or beyond the end of their useful lives; and

 

 WHEREAS, the cost to purchase the low- or no-emissions buses will be split as follows: 85% Federal Share ($5,278,500), and 15% Ulster County Share ($931,500); and

 

WHEREAS, the FTA Low or No Emission Grant Program requires that Ulster County Area Transit spend 5% of the award on workforce development and training as outlined in the 2021 Ulster County Area Transit Fleet Electrification Study; and

 

WHEREAS, the cost to purchase this workforce development training will be split as follows: 80% Federal Share ($261,474), and 20% Ulster County Share ($65,368); now, therefore, be it

 

RESOLVED, based upon examination by the Ulster County Legislature, the County’s funding of this Project constitutes a Type II action as defined under Section 4.6.1 of the County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated April 20, 2010; and be it further,

 

 

 

RESOLVED, Ulster County has determined that this funding action does not pose a significant potential environmental impact and may be progressed as a Type II action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any further determination or procedure under SEQRA; and, be it further

 

RESOLVED, that the Ulster County Legislature hereby authorizes submission of a grant application to the Federal Transit Authority’s (FTA’s) Low or No Emission Grant Program; and, be it further

 

RESOLVED, that the County Executive is hereby authorized to execute any required applications or agreements, and any amendments to any documents, to accept the funding agreement with the Federal Transit Authority (FTA), 

 

and moves its adoption.
