Chairman of the ARPA Special Committee, Peter J. Criswell, Deputy Chair Thomas Corcoran, Jr., and Legislators Gavaris, Nolan, Petit and Stewart offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Finance, Division of Recovery and Resilience; and
WHEREAS, the Ulster County Legislature passed Resolution No. 289 amending and funding capital project Number 635 in the amount of two million dollars ($2,000,000) to create a program to partner with Ulster County municipalities and match up to 50% of park and recreation projects with a maximum contribution of $100,000 per municipality; and
WHEREAS, the County and the Village of Ellenville (the “Village”) desire to enter into an Intermunicipal Agreement (IMA) where the Village will be a subrecipient of One Hundred Thousand Dollars ($100,000.00) of American Rescue Plan Act – Coronavirus State and Local Fiscal Recovery Funds (SLFRF); and
WHEREAS the Village will be responsible under the IMA for administering a program for improvements to Berme Road Park including remediation of water drainage issues, basketball and tennis court improvements, pavement improvements, pickleball court creation, installation of new fencing, and improvements to the playground area surface and equipment; now, therefore, be it
RESOLVED, the Chair of the Ulster County Legislature is hereby authorized to execute the Inter Municipal Agreement with the Village of Ellenville to partially fund improvements to Berme Road Park in the form as filed with the Clerk of the Legislature or as modified with the approval of the County Attorney,
and move its adoption.
