Chairman of the Economic Development, Planning, Education, Employment, Arts and Agriculture Committee, Brian B. Cahill, and Deputy Chair Herbert Litts, III offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Office of Employment and Training; and
WHEREAS, the activation of the former IBM site as iPark87, creates a once-in-a-generation opportunity to develop a national workforce development model that attracts innovative industries and supports their long-run success while exponentially expanding the availability of meaningful, family-sustaining jobs; and
WHEREAS, Ulster County proposes an initiative that focuses on the creation of a new program model/framework that implements in-demand skills training, catalyzes creative approaches to workforce development for long-term impact, and is responsive to the business/industries in Ulster County and the employment needs of our residents; and
WHEREAS, the New York State Office of Strategic Workforce Pay for Performance Grant Program (P4P): Operating Grant seeks to facilitate innovative, sustainable, and impactful approaches to workforce development; and applicants can apply for funding to be used for a variety of working capital and/or programmatic expenses related to a new program or expansion of an existing program such as curricula development, instruction and instructional materials, technology, marketing, and/or trainee supports; and
WHEREAS, the P4P Grant Program: Operating Grant track will cover the programmatic expenses related to the establishment of a new program, or the expansion of an existing training program that implements in-demand skills training, catalyzes creative approaches to workforce development for long-term impact, and is responsive to industries and the needs of trainees; and
WHEREAS, funding assistance for the Operating Grants track will range from $50,000 to $1,000,000, New York State Economic Development/Office of Strategic Workforce may provide up to seventy-five percent (75%) of total project cost, and preference will be given to applicants leveraging more than the minimum twenty-five percent (25%) of the project cost from additional sources; and
WHEREAS, the County desires to submit an application for the New York State Office of Strategic Workforce Pay for Performance Grant Program (P4P): Operating Grant to support the creation of a program model/framework; now, therefore, be it
RESOLVED, that the Director of the Ulster County Department of Employment and Training is hereby authorized to submit an application to the New York State Office of Strategic Workforce Pay for Performance Grant Program: Operating Grants up to the maximum award amount for which awardees must provide at least 25 percent of the total project cost as a matching share from additional sources,
and move its adoption.
