Chairwoman of the Law Enforcement and Public Safety Committee, Gina Hansut, Deputy Chair Chris Hewitt, and Legislators Heppner and Stewart offer the following:

 

WHEREAS, this resolution has been submitted at the request of the Ulster County Executive on behalf of Department of Emergency Communications/ Emergency Management; and

  

WHEREAS, the Ulster County government is highly dependent on the use of medical and non-medical volunteers to respond to community health needs during disasters and other public health emergencies; and

 

WHEREAS, the mission of the Ulster County Medical Reserve Corps (MRC) is to engage community-minded volunteers in the support of the County’s Department of Health and Department of Emergency Services with promoting health, preserving life, and preventing disability during times of disaster and/or community need; and

 

WHEREAS, Ulster County acknowledges that the Medical Reserve Corps is a partner program of Citizens Corps, a national network for volunteers dedicated to ensuring hometown security; and

 

WHEREAS, Citizen Corps, along with the Corporation for National and Community Service and the Peace Corps, and a part of the President’s USA Freedom Corps, promote volunteerism and service nationwide; and

 

WHEREAS, in order to remain in compliance with mandates of Federal, State and Local Law, if any provision of this policy is changed or becomes in conflict with Federal, State or Local Law, such Law will preempt the policy, and revision(s) will be made accordingly; and

 

WHEREAS, volunteers will be provided with notice that revisions have been made and the location of the revised policy(s); now, therefore, be it

 

RESOLVED, that the Ulster County Department of Health and Department of Emergency Services Medical Reserve Corps Policy, in the form as filed with the Clerk of the Legislature, is hereby adopted,

 

and move its adoption.
