Chair of the Legislature, Tracey A. Bartels, offers the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Purchasing; and

 

WHEREAS, Resolution No. 66 of 1992 adopted the Policies and Procedures for the Ulster County Purchasing Department in accordance with Sections 103 and 104-b of New York General Municipal Law; and

 

WHEREAS, the Policies and Procedures were revised pursuant to Resolution No. 546 of 2019, and the Procurement Manual has been updated periodically by the Ulster County Legislature; and

 

WHEREAS, it remains Ulster County’s objective to obtain materials, supplies, equipment, technology, and services that are of suitable quality, in the accurate quantity, from the right source, at the most competitive price, in compliance with all applicable legal requirements ensuring that taxpayer dollars are expended in the most efficient manner and in accordance with the County’s Policies and Procedures; and

 

WHEREAS, the County’s Department of Purchasing, in conjunction with the County Attorney’s Office, has revised its Policies and Procedures to provide County officials and employees, and the County’s business partners, with a more comprehensive and user-friendly Procurement Manual; and

 

WHEREAS, Ulster County has updated its Procurement Manual to address environmental considerations specified in the New York State Department of Environmental Conservation’s Climate Smart Communities program action “PE3: Environmentally Preferable Purchasing Policy,” and

 

WHEREAS, Ulster County’s updated policy meets the standards of the New York Office of General Services’ Green Purchasing Communities program and includes the program’s model language; and

 

WHEREAS, per Executive Order 1 of 2023, the Departments of Purchasing and the Environment have reviewed the County’s green purchasing policy and have included recommended language in the County’s Procurement Manual to strengthen the policy; now, therefore be it

 

 

 

RESOLVED, that the Ulster County Legislature hereby adopts the updated Policies and Procedures of the Ulster County Department of Purchasing as set forth in the Procurement Manual, and attached hereto as Exhibit A ,   

 

and moves its adoption.
