Chairman of the Ways and Means Committee, John Gavaris, and Deputy Chair Kenneth J. Ronk, Jr., offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Personnel; and

 

WHEREAS, New York State Civil Service Law Section 50 authorizes Personnel Officers, subject to the approval of the municipal legislature, to establish, waive, or abolish fees for civil service examinations; and

 

WHEREAS, waiving said fees is an attempt to eliminate institutional and structural biases, racism or inequities, and eliminate barriers to employment for marginalized communities; and

 

WHEREAS, of the $15,000.00 dollars budgeted in the 2023 Ulster County Operating Budget, $7,317.00 dollars have collected to date as of April 18, 2023, leaving a balance of $7,683.00 dollars expected to be collected throughout the remainder of fiscal year 2023; and

 

WHEREAS, the Personnel Director is in agreement with waiving all exam fees for Ulster County; and

 

WHEREAS, pursuant to Section 50 of the New York State Civil Service Law such a waiver is subject to the approval of the Legislature; now, therefore be it

 

RESOLVED, that the Ulster County Legislature hereby authorizes the Personnel Director to waive all exam fees for Ulster County, 

 

and moves its adoption.
