Legislator Laura Petit offers the following:

WHEREAS, the Ulster County Legislature has appropriated the sum of $5,000.00 in the 2019 Ulster County Budget for Imagine Better, Inc. d/b/a Don’t Be A Monster to help offset costs associated with presenting an anti-bullying campaign to various Ulster County middle schools; and

WHEREAS, in order to receive such funds, Don’t Be A Monster must submit to the Ulster County Legislature a verified accounting of disbursements to be undertaken, and to the Legislative Financial Analyst and the Commissioner of Finance, a Memorandum of Receipt signed by the principal officer; and

WHEREAS, Don’t Be A Monster will receive payments totaling the amount of $5,000.00, in accordance with the terms specified in an agreement with the County of Ulster and Don’t Be A Monster, and no later than December 31, 2019, Don’t Be A Monster shall submit a certified accounting of expenditures to the Legislative Financial Analyst and Commissioner of Finance; now, therefore, be it

RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to execute an agreement in the amount of $5,000.00, towards costs associated with presenting an anti-bullying campaign in at least four Ulster County schools, in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney, Counsel to the County Legislature, Chair of the County Legislature, and the Chair and Deputy Chair of the Legislative Programs, Education and Community Services Committee; and, be it further

RESOLVED, the Comptroller and/or any and all officers of the County of Ulster, their agents and representatives, shall be allowed full access upon reasonable notice and at reasonable times to the books, papers, and records of the local affiliate of Don’t Be A Monster, during the period that this resolution is in effect for the sole purpose of ascertaining the manner in which the above sum of money is being used or applied; and, be it further

RESOLVED, that the above organization agrees to comply with all applicable Federal, State and local regulations including, in particular, any forbidding discrimination by such organization,

and moves its adoption.
