Chairman of the Legislative Programs, Education and Community Services Committee, James Delaune, and Deputy Chair Heidi Haynes, offer the following:

 

WHEREAS, this resolution has been submitted by the County Executive on behalf of the Office for the Aging (“OFA”); and

 

WHEREAS, OFA provides case management services to Ulster County senior citizens with physical and financial need; and

 

WHEREAS, case management services include the Expanded In-Home Services to the Elderly Program (“EISEP”), a uniform program of case management, non-medical in-home services, and non-institutional respite and ancillary services; and

 

WHEREAS, OFA was awarded an Unmet Need Grant by the New York State Office for the Aging (“NYSOFA”), which provides funding for the creation of a new full time Case Manager position; and

 

WHEREAS, the grant covers 100% of the annual salary ($48,616) and 100% fringe ($28,212), and this funding will be recurring within the New York State five-year financial plan; and

 

WHEREAS, the Ulster County Personnel Officer has reviewed the request and has deemed the classification of Case Manager as CSEA – grade 14, and allocates as such to the competitive class of the classified civil service pending the approval of the Ulster County Legislature; now, therefore, be it

 

RESOLVED, that the 2019 Ulster County budget is hereby amended as follows:
