Chairwoman of the Public Works and Capital Projects Committee, Laura Petit, and Deputy Chair Dean J. Fabiano offer the following:
WHEREAS, this resolution has been submitted by the Acting County Executive on behalf of the Department of Public Works; and
WHEREAS, the approved 2019-2024 Capital Improvement Program includes a project “Public Safety Training Center” in the amount of $4,551,000.00; and
WHEREAS, a public safety training center will provide critical required training for the County’s firefighters and other first responders, which is necessary for their safety and the safety of others when encountering the conditions they are likely to be exposed to during emergency situations; and
WHEREAS, the County desires to proceed to the construction phase of the project for the site work and burn building, which will be located in the Town of Ulster at 250 Ulster Landing Road; and
WHEREAS, pursuant to Resolution No. 379 of August 2016, the County established Capital Project No. 483, providing funding in the amount of $152,000.00 for the design and necessary environmental work for the public safety training center, as well as declaring the County’s intent to serve as lead agency pursuant to 6 NYCRR Part 617.6(b)(3) of the State Environmental Quality Review Act (SEQRA); and
WHEREAS, pursuant to Resolution No. 395 of October 2018, the County authorized the Chairman of the Legislature to enter into a deed of easement and a Memorandum of Agreement for the public safety training center to be located in the Town of Ulster; and
WHEREAS, pursuant to Resolution No. 392 of October 2018, the County increased the funding for Capital Project No. 483 in the amount of $315,000.00 for the final design of public safety training center facilities to be located at the proposed site in the Town of Ulster; and
WHEREAS, pursuant to Resolution No. 523 of December 2018, the County increased the funding for Capital Project No. 483 in the amount of $176,000.00 for the construction management of public safety training center facilities to be located at the proposed site in the Town of Ulster; and
WHEREAS, pursuant to Resolution No. 98 of March 2019, the County adopted and issued a Negative Declaration under 6 NYCRR Part 617 of SEQRA for the construction of the Public Safety Training Facility in the Town of Ulster; and
WHEREAS, the County issued a Request for Bid No. UC19-142C for Construction Services for the public safety training center facilities to be located in the Town of Ulster; and
WHEREAS, the Commissioner of Public Works requests that Capital Project No. 483 be amended to increase the funding available for construction services of the burn building and site work plus contingencies, in keeping with the results of RFB UC19-142C; now, therefore be it
RESOLVED, that the 2019 Ulster County Capital Fund is hereby amended as follows:
