Petit)
Chairman of the Legislative Programs, Education and Community Services
Committee, David B. Donaldson, and Deputy Chair Heidi Haynes, offer the
following:
WHEREAS, the Ulster County Community College labor attorney William
Wallens and members of the executive staff have negotiated a one-year extension of
the collective bargaining agreement with Ulster County Community College
Organization of Professional and Administrative Personnel (OPAP), beginning
September 1, 2018 and ending August 31, 2019, and recommend the agreement to
the College’s Board of Trustees and the Ulster County Legislature; and
WHEREAS, the President recommends affirmative action by the College’s
Board of Trustees on the one-year extension of the collective bargaining agreement;
and
WHEREAS, the one-year extension of the collective bargaining agreement
has been reviewed and adopted by the College’s Board of Trustees pursuant to
Resolution #18-8-169 dated August 21, 2018; and
WHEREAS, the changes to the collective bargaining agreement incorporated
into the one-year extension include a longevity increase plus 0.5% in salaries for full
time unit members, as well as a 2% increase in salary for part-time unit members;
and
WHEREAS, the one-year extension also sets out the respective
responsibilities of the College and Campus Peace Officer unit members for work
equipment and the replacement of equipment damaged in the course of duty; and
WHEREAS, the one-year extension requires the College to explore
alternatives before any OPAP retrenchment is put in place, and it also commits the
College and OPAP to discuss the current Level Structure, retrenchment process, and
the issue of paid family leave during the term of the one-year extension; now,
therefore be it
RESOLVED, that the Ulster County Legislature hereby approves the one-year
extension of the collective bargaining agreement between the County of Ulster and
the Ulster County Community College Organization of Professional and
Administrative Personnel (OPAP) beginning September 1, 2018 and ending August
31, 2019; and, be it further
RESOLVED, that the County Executive of the County of Ulster is hereby
authorized to execute a Memorandum of Agreement with the Ulster County
Community College Organization of Professional and Administrative Personnel
(OPAP), as filed with the Clerk of the Ulster County Legislature or as modified with
the approval of the County Attorney,
and move its adoption.
