Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and

Deputy Chair Manna Jo Greene offer the following:

 

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of Public Works – (Highways & Bridges); and

WHEREAS, the approved 2018 – 2023 Capital Improvement Program

includes a project “Slope Analysis & Stabilization” in the amount of $2,280,000.00;

and

WHEREAS, Capital Project No. 475 – Slope Analysis & Stabilization was

established pursuant to Resolution No. 162, dated March 15, 2016 in an amount of

$780,000 for slope analysis and repairs for indicated sites along County roads; and

WHEREAS, an engineering firm has provided estimated costs for construction

inspection for two remaining sites for an estimated cost of $147,328.00; and

WHEREAS, Ulster County received construction bids for Ohayo Mountain

Road, in the Town of Woodstock, with a low bid of $312,317.00; and

WHEREAS, a balance of $67,165.00 remains in this Project that will reduce

the increase needed from $459,645.00 to $392,480.00; and

WHEREAS, it is now necessary to increase the construction and construction

inspection/supervision costs for the project in the amount of $392,480.00 bringing

the total estimated cost of the project to $1,172,480.00; and

 WHEREAS, the Commissioner of Public Works requests that Capital Project

No. 475, Slope Analysis & Stabilization, be amended to reflect a change in the

amount of $392,480.00 to include construction inspection, construction supervision

and construction to the Project bringing the Project total to $1,172,480.00; and

 

 

WHEREAS, the Ulster County Department of Public Works intends to

contract with outside contractors; and

WHEREAS, based upon examination by the Ulster County Legislature, the

County’s funding of this Project constitutes a Type II action as defined under Section

4.5.6 of the County of Ulster’s State Environmental Quality Review Act (SEQRA)

Type II List, which was adopted pursuant to Resolution No. 118 dated April 20,

2010; and

WHEREAS, Ulster County has determined that this funding action does not

pose a significant potential environmental impact and may be progressed as a Type II

action in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any

further determination or procedure under SEQRA; now, therefore, be it

 RESOLVED, that the Commissioner of Finance be authorized to transfer

funds between these projects when bids are opened and as construction progresses;

and, be it further

RESOLVED, that the 2018 Ulster County Capital Fund Budget, is hereby

amended as follows:
