Referred to: The Public Works and Capital Projects Committee (Chairman Fabiano
and Legislators Greene, Litts, Nolan, and Roberts), The Legislative Programs,
Education and Community Services Committee (Chairman Donaldson and
Legislators Collins, Delaune, Eckert, Haynes, Wawro and Woltman), and The Ways
and Means Committee (Chairman Gerentine and Legislators Archer, Bartels, Lopez,
James Maloney, Joseph Maloney, and Petit)
Chairman of the Legislative Programs, Education and Community Services
Committee, David B. Donaldson, and Deputy Chair Heidi Haynes, offer the
following:
WHEREAS, this resolution has been submitted by the County Executive on
behalf of the Ulster County Community College (herein “UCCC”); and
WHEREAS, Resolution No. 547 established Capital Project No. 489 to
replace the upper roof section of the Dewitt Library and complete other exterior site
work; and
WHEREAS, the SUNY Ulster Board of Trustees approved Resolution No. 16-
11-141 establishing a Capital Project in the amount of $250,000.00, to replace the
Dewitt Library roof and complete other exterior site work; and
WHEREAS, based on an initial assessment of the Dewitt Library roof, it has
been determined that more extensive work must be completed to repair and replace
such roof; and
WHEREAS, based on the current assessment of the condition of all roofs on
campus, SUNY Ulster has requested a change in scope of such capital project to
include an assessment of other building’s roofs located on the SUNY Ulster Stone
Ridge Campus to determine prioritization of such roofing projects to be completed in
the most efficient manner; and
WHEREAS, the SUNY Ulster Board of Trustees approved Resolution No. 18-
2-50 approving the change in scope for such project; and
WHEREAS, the $250,000.00 cost to complete such roof assessments would
be divided as follows: $125,000.00 SUNY and $125,000.00 Ulster County; and
WHEREAS, this assessment of existing structures constitutes a Type II action
under section 2.1 of the County of Ulster’s State Environmental Quality Review Act
(SEQRA) Type II List that was adopted by Resolution No. 118 on April 20, 2010;
and
WHEREAS, as per section 3 of the County’s Type II List, this action does not
pose a significant potential environmental impact and may be progressed as a Type II
action in accordance with 6 NYCRR Part 617 of SEQRA; now, therefore, be it
RESOLVED, that Capital Project No. 489 - SUNY Ulster Dewitt Library
Upper Roof Replacement and Exterior Site Work is hereby amended in scope as
follows:

and move its adoption.
