Chairman of the Special Committee to Oversee the Ulster County Family Court

Relocation, Herbert Litts, III, offers the following:

 

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of Purchasing and the Department of Public Works; and

WHEREAS, Resolution No. 319 of October 11, 2001, established a County

policy requiring the Purchasing Director and relevant department heads to explore

the use of a Project Labor Agreement for construction projects over $1,000,000

dollars; and

WHEREAS, Capital Project No. 494 has an estimated budget that exceeds the

$1,000,000 threshold; and

WHEREAS, the Department of Publics Works, through the Palombo Group,

its construction manager for Capital Project No. 494, hired a consultant, Arace &

Company Consulting, LLC, to perform a Due Diligence Study to explore the use of a

Project Labor Agreement; and

WHEREAS, the Due Diligence Study found that the County would save an

estimated $238,000 dollars on the project if a Project Labor Agreement was in place,

and

WHEREAS, the Director of Purchasing and the Interim Commissioner of

Public Works recommend the use of a Project Labor Agreement for Capital Project

No. 494 - Business Resource Center Renovations to Accommodate Family Court;

now, therefore, be it

RESOLVED, that the Ulster County Legislature hereby ratifies the

recommendation of the Purchasing Director and the Interim Commissioner of Public

Works of the use of a Project Labor Agreement for Capital Project No. 494,

and move its adoption.
