Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and

Deputy Chairman Peter M. Loughran offer the following:

 

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of Public Works – (Buildings & Grounds); and

WHEREAS, the Ulster County Fairgrounds was previously the site of the

Ulster County Poorhouse, a tax supported residential institute for those in need,

between 1828 and 1976; and

 WHEREAS, although the buildings no longer stand, efforts to remember and

honor the past include research and educational materials; and

 WHEREAS, a historical memorial to honor those who lived at the Poorhouse

would serve as a powerful reminder of those still in need; and incorporating the

memorial into a capital project would be a commitment to commemorating a part of

Ulster County history; and

 WHEREAS, the approved 2017 – 2022 Capital Improvement Program

includes a project “Poor House Memorial” in the amount of $100,000.00 to construct

a memorial; and

 WHEREAS, it is now necessary to establish and fund Capital Project No. 484

in the amount of $100,000.00; and

 

WHEREAS, the project constitutes a Type II action under section 2.2 of the

County of Ulster’s State Environmental Quality Review Act (SEQRA) Type II List

that was adopted by Resolution No. 118 on April 20, 2010; and

 

 WHEREAS, as per section 3 of the County’s Type II List, this action does not

pose a significant potential environmental impact and may be progressed as a Type II

action in accordance with 6 NYCRR Part 617 of SEQRA; now, therefore, be it

RESOLVED, that Capital Project No.484, Poorhouse Memorial is hereby

established as follows: 

 

 

 CREATE

Capital Project No. 484 Poorhouse Memorial $100,000

 

and, be it further

RESOLVED, that the 2017 Ulster County Capital Fund is hereby amended

as follows:

 INCREASE AMOUNT

 

HH.1997.0484-4300.4330 Professional Services Architectural $10,500.00

HH.1997.0484-2300.2550 Construction $89,500.00
