Legislator Jonathan Heppner offers the following:

 

WHEREAS, county government serves an essential role as the first line of

defense in times of natural disasters and other emergency situations; and

WHEREAS, it is often the responsibility of the County to serve as a sponsor

on behalf of its municipalities to obtain state or federal grant funding related to such

disasters or emergencies; and

WHEREAS, the Ulster County Legislature hereby finds it imperative that the

Executive and Legislative branches within Ulster County government work

cohesively together, within the scope of each branch of government’s powers and

duties as prescribed by the Ulster County Charter, when confronted with a natural

disasters and other emergency situations; and

WHEREAS, to further facilitate the efficient and cohesive operation of Ulster

County Government it is essential that all available material and relevant information

relating to a natural disaster or other emergency situation be shared by and between

the Executive and Legislative branches of County Government; and

WHEREAS, pursuant to Ulster County Charter Section C-63 (4) the

Commissioner of Public Works “shall have charge of and have the duty of

performing such other functions concerning County real and personal property,

public works and other matters as the County Executive and Legislature may, from

time to time, direct”; now, therefore be it

RESOLVED, that when areas within the geographical border of Ulster County

are deemed to be in a state of emergency by the Governor of the State of New York,

pursuant to New York State Executive Law, and/or deemed to be in a state of

emergency by the President of the United States, pursuant to the National

Emergencies Act, the Commissioner of Public Works or designee shall, within fortyeight (48) hours from such a declaration, brief the Chairman and Deputy Chairman of

the Public Works Committee on the steps taken by Ulster County government to

assist those residents effected by any such natural disaster or emergency including,

but not limited to, the efforts taken by Ulster County government to obtain disaster

relief funding from State or Federal disaster relief programs; and be it further 

 

RESOLVED, that following said briefing, the Commissioner of Public Works

or designee shall attend the next scheduled regular meeting of the Public Works and

Capital Projects Committee to provide the Committee with the updated status of the

steps taken by the County to assist its residents and municipalities; and be it further

RESOLVED, that upon transmission, a copy of any follow-up correspondence

or request for information related to natural disaster or emergency assistance sent by

any department of Ulster County government to any municipality shall be filed with

the Clerk of the Ulster County Legislature,

and moves its adoption.
