Referred to: The Public Works and Capital Projects Committee (Chairman Fabiano
and Legislators Greene, Litts, Loughran, and Maloney), and The Ways and Means
Committee (Chairman Gerentine and Legislators Allen, Bartels, Belfiglio, Briggs,
Maio, and Maloney)
Chairman of the Public Works and Capital Projects Committee, Dean J. Fabiano, and
Deputy Chairman Peter M. Loughran offer the following:
WHEREAS, the County Executive has submitted this resolution on behalf of
the Department of Public Works; and
WHEREAS, the project will line approximately 2,400 linear feet of pipe along
Western Avenue in the Town of Marlborough from State Route 9W to Highland
Avenue using a process called cured-in-place pipe (CIPP) lining; and
WHEREAS, an inspection of the pipe has revealed signs of deterioration of
the existing stormwater drainage system requiring repairs in the near future in order
to continue to effectively convey runoff; and
WHEREAS, the project will repair the pipe using the CIPP process lining
allowing for the rehabilitation of the deteriorated pipe with minimal adverse affects
to the Town by limiting the areas of excavation to deteriorated catch basins and short
pipe sections; and
WHEREAS, the Commissioner of Public Works requests that the 2016-2021
Capital Program be amended to establish and fund Capital Project No. 470 in the
amount of $450,000.00; and
WHEREAS, pursuant to Resolution No. 118 dated April 20, 2010 the County
of Ulster adopted a Type II List in accordance 6 NYCRR Part 617.5(b) of the State
Environmental Quality Review Act (SEQRA); now, therefore, be it
RESOLVED, the Ulster County Legislature hereby determines, pursuant to its
adopted SEQRA Type II List, that the Project constitutes a Type II action as defined
under Section 2.2.1, and in accordance with 6 NYCRR Part 617.5(a) of SEQRA, the
Project will not have a significant impact on the environment and no further
determination or procedure under SEQRA is required; and, be it further
RESOLVED, that Capital Project No. 470 be established for Western Avenue
Stormwater Project; and, be it further
RESOLVED, that the 2016-2021 Capital Plan be amended and funded as
follows:
