Chairman of the Economic Development, Tourism, Housing, Planning, and Transit

Committee, Thomas J. Briggs, and Deputy Chairman James F. Maloney offer the

following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of Planning; and

WHEREAS, the New York State Homes and Community Renewal Office of

Community Renewal has issued a Notice of Funding Availability (NOFA) for the

following programs: Community Development Block Grant (CDBG), RESTORE,

Affordable Homeownership Development Program (AHODP), Access to Home, and

Access to Home for Medicaid Recipients Program; and

WHEREAS, Ulster County intends to apply under the Community

Development Block Grant Program (CDBG) administered by the New York State

Office of Community Renewal (OCR) that requires a public hearing consistent with

Federal Requirements pursuant to 24 CFR 570.486 prior to submission of the grant

application; and

WHEREAS, funding amounts available under this program are up to

$850,000.00 for any eligible activities that include the following: Single Family

Housing Rehabilitation, Multi-Family Housing Rehabilitation (buildings contain 2-3

units), Multi-Family Housing Rehabilitation (buildings contain 4 or more units),

Mobile Home Replacement Homeownership, and Residential Water & Wastewater

Activities/Laterals; and

WHEREAS, the County is required to hold the necessary public hearing to

seek comments on the direction of its CDBG Program, and any application for

funding that may be developed; now, therefore be it

RESOLVED, that the Chairman of the Ulster County Legislature is authorized

to call public hearings as necessary to satisfy the public participation requirements of

the CDBG Program in accordance with 24 CFR 570.486; and, be it further 

 

RESOLVED, that the public hearing is scheduled for Tuesday, September 15,

2015 at 7:10 PM in Legislative Chambers, Ulster County Office Building, 244 Fair

Street, 6th Floor, Kingston, New York; and, be it further

RESOLVED, that the Clerk of the Ulster County Legislature shall cause any

notice of hearings to be posted on County Buildings’ bulletin boards, and published

in official publications; and, be it further

RESOLVED, that the Clerk of the Ulster County Legislature shall provide

copies of the hearing notice to all chief elected officials of municipalities within

Ulster County,

and move its adoption.
