Chairman of the Energy and Environment Committee, Peter M. Loughran, and

Deputy Chairman Kenneth Ronk offer the following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of the Environment; and

WHEREAS, in 2010 a comprehensive energy audit of Ulster County

Buildings identified an energy savings opportunity at the Ulster County Law

Enforcement Center by upgrading the existing lighting system to include occupancy

sensors, controls and high efficiency lighting; and

WHEREAS, Ulster County spent $590,384.63 in 2014 on electricity for the

Ulster County Law Enforcement Center; and

WHEREAS, Ulster County recently completed an exterior LED retrofit

project through Central Hudson’s Lime Energy commercial lighting incentive

program which is expected to save over 195,000 kilowatt-hours per year of energy

use with an estimated yearly savings of $25,475.00 to Ulster County taxpayers; and

WHEREAS, the County has the opportunity to participate in the same

program to replace inefficient indoor lighting and install occupancy sensors and

controls for the warehouse area and recreation yards of the Ulster County Law

Enforcement Center at a cost of $12,237.00 which would save over 82,000 kwh

annually; and

WHEREAS, this project would further demonstrate Ulster County’s

leadership in sustainability by reducing our energy consumption through

conservation and efficiency measures; and

WHEREAS, the Ulster County Legislature adopted the 2015-2020 Capital

Program which included “UC Law Enforcement Center Lighting” at a total cost of

$87,174.00; and

 

WHEREAS, it is now necessary to establish and fund Capital Project No. 456

and fund the project in the amount of $12,237.00 in order to analyze lighting and

efficiency opportunities and retrofit and install energy efficient and environmentally

conscious fixtures; and

WHEREAS, based upon an examination by the Ulster County Legislature, the

County’s undertaking of this Project constitutes a Type II action as defined under

Sections 2.21 of the County of Ulster’s State Environmental Quality Review Act

(SEQRA) Type II List, which was adopted pursuant to Resolution No. 118 dated

April 20, 2010; and

WHEREAS, Ulster County has determined that this action does not pose a

significant potential environmental impact and may be progressed as a Type II action

in accordance with 6 NYCRR Part 617 of SEQRA, and does not require any further

determination or procedure under SEQRA; now, therefore, be it

RESOLVED, that Capital Project No. 456, Ulster County Lighting Controls

for Ulster County Law Enforcement Center, is hereby established and the 2015

Capital Fund Budget is amended as follows:
