Legislator John Parete and Legislators David B. Donaldson, Carl Belfiglio, and Mary

Wawro offer the following:

WHEREAS, the Ulster County Legislature is in receipt and has reviewed the

report of the Ulster County Coalition Against Narcotics; and

WHEREAS, it is acknowledged that heroin and opiate addiction and the

resulting overdoses are significant public health issues; and

WHEREAS, our community has lost far too many citizens due to this issue;

and

WHEREAS, after a great deal of painstaking detailed and vigorous study the

Ulster County Coalition Against Narcotics has made specific recommendations; and

WHEREAS, the Ulster County Coalition Against Narcotics has identified that

there is an insufficient availability of the Ulster County Methadone Maintenance

treatment program and that the insufficient availability acts as an obstacle to

encourage residents seeking and maintaining the recovery from Substances Abuse

Disorders; and

WHEREAS, the Ulster County Health Department has reported an increased

opiate addiction leading to an increased use of outpatient substance abuse services

and a resulting waiting list from Methadone Outpatient Substance services; now,

therefore be it

RESOLVED, it is the policy of Ulster County to provide Methadone

Treatment Services seven (7) days per week; and be it further

RESOLVED, the Ulster County Legislature calls upon the Ulster County

Department of Health to evaluate possible actions that will expand the current

Methadone Maintenance treatment program and/or reduce the number of patients on

the Methadone treatment wait list, and report any recommendations or program

updates to the Public Health and Social Services Committee within 120 days,

and move its adoption.
