Chairman of the Economic Development, Tourism, Housing, Planning, and Transit

Committee, Thomas J. Briggs, and Deputy Chairman James F. Maloney offer the

following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of Planning; and

WHEREAS, the New York State Rising Program has identified the Village

and Town of New Paltz as eligible for CDBG-DR funding for projects that provide

resiliency and improve community response to disasters, including improvements to

infrastructure damaged during the major storms of Irene, Lee, and Sandy; and

WHEREAS, the New York Rising Program recognizes the Ulster County

owned Carmine Liberta Bridge in New Paltz as being eligible for a portion of these

funds to replace the Bridge and the Village water line that is currently on the Bridge;

and

WHEREAS, The Ulster County Department of Works (UCDPW) has

recommended that the Carmine Liberta Bridge constructed in 1942 be replaced as it

is past its useful life, and, while safe today, should be a priority for replacement; and

WHEREAS, the GOSCR has provided a contract for funding a portion of the

replacement costs that provides a draft scope of work and budget with a final scope

of work and budget to be identified later as part of a “Planning Amendment”; and

WHEREAS, the draft scope and budget provides for up to $499,290.00 to

replace the existing bridge and waterline; now, therefore be it

RESOLVED, that the Chairman of the Ulster County Legislature is hereby

authorized to execute a Contract and any amendments thereto, with the Governor’s

Office of Storm Recovery in the amount of $499,920.00 to provide funding for the

replacement of the Carmine Liberta Bridge over the Wallkill River in New Paltz as

well as the associated Village of New Paltz water line, for the period October 1, 2015 

 

through September 30, 2017, in a form as filed with the Clerk of the Ulster County

Legislature or as modified with the approval of the County Attorney; and, be it

further

RESOLVED, that the 2015 Ulster County Budget is hereby amended as

follows:

HH-5197-0458-3400-4597 Federal Aid $499,920.00
