Chairman of the Economic Development, Tourism, Housing, Planning, and Transit

Committee, Thomas J. Briggs, and Deputy Chairman James F. Maloney offer the

following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of Planning; and

WHEREAS, the County of Ulster is a sub-recipient receiving New York State

Community Development Block Grant-Disaster Recovery (CDBG-DR) funds, as

administered by the Housing Trust Fund Corporation, Governor’s Office of Storm

Recovery (GOSR) to assist in addressing unmet needs from either Hurricane Irene,

Tropical Storm Lee, or Superstorm Sandy; and

WHEREAS, participation in the New York State Community Development

Block Grant-Disaster Recovery (CDBG-DR) Program requires the adoption and

implementation of a Citizen Participation Plan to comply with Section 508 of the

Housing and Community Development Act of 1974, as amended; and

WHEREAS, the purpose of this plan is to provide for and encourage citizen

participation, with particular emphasis on participation by persons of low and

moderate income who are residents of areas in need in which funds are proposed to

be used; now, therefore be it

RESOLVED, the Ulster County Legislature hereby adopts the Ulster County

New York State Community Development Block Grant-Disaster Recovery (CDBGDR) Citizen Participation Plan as filed with the Clerk of the Legislature for the

implementation of the New York State CDBG-DR Program; and, be it further

RESOLVED, that the Chairman of the Ulster County Legislature is authorized

to call public hearings as necessary to satisfy the public participation requirements

contained in the Citizens Participation Plan or in accordance with 24 CFR 570.486,

and move its adoption.
