Chairman of the Ways and Means Committee, John Gavaris, and Deputy Chair Kevin A. Roberts offer the following:

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Information Services; and

WHEREAS, the Department of Information Services is responsible for protecting externally exposed network and computer resources; and

WHEREAS, the Department of Information Services intends to procure next-generation Attack Surface Management (ASM) capabilities; and

WHEREAS, New York State Information Technology Services (NYSITS) and New York State Department of Homeland Security and Emergency Services (NYS DHSES) have developed an ASM / Joint Security Operations Center (JSOC) shared services offering (ASM/JSOC) using Palo Alto Networks Cortex Xpanse ASM platform; and

WHEREAS, the ASM/JSOC offering is being made available to New York State, local, tribal and territorial governments (SLTT) at no cost; and

WHEREAS, it is determined to participate in the ASM/JSOC it will be necessary to execute an inter-municipal agreement with NYSITS and NYS DHSES; now, therefore, be it

RESOLVED, that the Chair of the Ulster County Legislature is authorized to execute an inter-municipal agreement with the New York State Office of Information Technology Services, the New York State Division of Homeland Security and Emergency Services for Attack Surface Management services in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney,        

and moves its adoption.
