Chairman of the Ways and Means Committee, John Gavaris, and Deputy Chair Kevin A. Roberts offer the following:

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Finance; and

WHEREAS, Capital Project No. 564 for Real Property Tax Collection & Delinquency Enforcement System Software was established pursuant to Resolution No. 507 of 2022, dated November 15, 2022, in the amount of $550,000.00; and

WHEREAS, the County entered into contract 2022-615 with Systems East, Inc. to purchase and implement the Total Collection Solution (“TCS”) software, which includes discounted one-time licensing costs and one year of annual of hosting costs for municipalities to adopt TCS as their new property tax collection system; and

WHEREAS, municipalities using the same property tax collection software as the County will have the benefit to the county of increased efficiency for the Department of Finance and Information Services; and

WHEREAS, the County seeks to enter into agreements with various municipalities located in Ulster County for the purchase of Total Collection Solution Licenses and Year One Hosting at a cost of One Thousand Nine Hundred Thirty Dollars ($1,930.00) per municipality; now, therefore, be it

RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to sign agreements and any amendments thereto, with the various municipalities for the limited one-time purchases of license and hosting fees for Systems East, Inc.’s Total Collection Solution, in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney,     

and moves its adoption.
