Chairman of the Health, Human Services and Housing Committee, Abe Uchitelle, and Deputy Chair Craig V. Lopez offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of Planning; and

 

            WHEREAS, NYS Homes and Community Renewal (HCR) issued a Notice of Funding Availability (NOFA) inviting eligible applicants to apply for funding for the Leading in Lead Prevention Pilot Program; and

 

            WHEREAS, pursuant to Resolution No. 695 of December 2023 the Ulster County Legislature authorized, the Ulster County Planning Department and Ulster County Department of Health to jointly propose to implement the Leading in Lead Prevention Pilot Program recognizing the opportunity to conduct lead remediation in qualifying rental units to help protect residents and at-risk populations from the risks of lead poisoning; and

           

            WHEREAS, Ulster County received notice in March of 2024 that it was awarded $326,122.00 by NYS HCR to implement the Leading in Lead Prevention Pilot Program and a Contract was received in April of 2024 (SHARS ID: 20240017); and

 

            WHEREAS, in order to accept and appropriate this funding, it is necessary to amend the 2024 Ulster County Budget; now, therefore be it

 

            RESOLVED, that the Chair of the Ulster County Legislative is hereby authorized to execute an agreement (SHARS ID: 20240017) and any amendments thereto, with the New York State Housing Trust Fund Corporation, in the amount of $326,122.00, in the form as filed with the Clerk of the Ulster County Legislature, or as modified with the approval of the County Attorney; and, be it further

 

 

            RESOLVED, that the Ulster County Director of Planning is hereby authorized to act to provide any needed assurances including filing of any certifications necessary for the purposes of implementing this award; and, be it further

 

            RESOLVED, that the 2024 Ulster County Budget is hereby amended as follows:
