Referred to: The Law Enforcement and Public Safety Committee (Chairwoman Hansut and Legislators Hewitt, Maloney, McCollough and Walls), and the Ways and Means Committee (Chairman Gavaris and Legislators Collins, Hansut, Kovacs, Nolan, and Roberts)
Chairwoman of the Law Enforcement and Public Safety Committee, Gina Hansut, and Deputy Chair Chris Hewitt offer the following:
WHEREAS, this resolution has been submitted at the request of the Ulster County Executive on behalf of the Department of Emergency Services; and
WHEREAS, the Counties of Ulster, Rockland, Orange and Sullivan all operate Emergency Services departments; and
WHEREAS, each County is a member of the Upper Hudson Valley Regional HazMat Team (“Regional HazMat Team”); and
WHEREAS, there are grant funds totaling the amount of $141,200.00 from New York State Division of Homeland Security and Emergency Services that are only available to the regional partnership under the FY2020 Hazardous Materials Grant Funding for the period of October 1, 2022 through August 31, 2024; and
WHEREAS, as a participant in the proposed regional partnership, Ulster County will receive equipment and services valued at $36,550.00; and
WHEREAS, Orange County, as the fiduciary agent of the Grant on behalf of the Regional HazMat Team, is responsible for purchasing software, equipment, and supplies and reimbursing certain services from the Grant Funds for the benefit of the Regional HazMat Team in the many set forth in the Award Contract #C160016 between the Grantor and Orange County and this Agreement; now, therefore, be it
RESOLVED that the Chair of the Legislature is hereby authorized to execute an agreement, and any amendments thereto, with the Counties of Rockland, Orange and Sullivan to form a regional partnership for HAZMAT, in the form as filed with the Clerk of the Ulster County Legislature, or as modified with the approval of the County Attorney,
and moves its adoption.
