Referred to: The Law Enforcement and Public Safety Committee (Chairman Briggs
and Legislators Gregorius, Loughran, Maio and Ronk), and The Ways and Means
Committee (Chairman Gerentine and Legislators Bartels, Belfiglio, Briggs, Maio,
Maloney, Provenzano and Rodriguez)
Chairman of the Law Enforcement and Public Safety Committee, Thomas J. Briggs,
and Deputy Chairman Kenneth Ronk offer the following:
WHEREAS, this Resolution has been submitted by the County Executive on
behalf of the Department of Probation; and
WHEREAS, pursuant to Resolution No. 228 dated August 20, 2013, the
Ulster County Legislature authorized a contract (NYS Contract No. C-612212) with
the New York State Division of Criminal Justice Services for the Juvenile Justice
Alternatives To Detention (ATD) and Diversion Funding Program (CFDA #16.523)
for the period March 1, 2013 through August 31, 2014 in the amount of $157,487.00;
and
WHEREAS, the Juvenile Justice ATD and Diversion Funding Program
provides diversion services for low and moderate risk youth aged 7-15, who engage
in conduct that would constitute a crime if not for their young age; and
WHEREAS, Family of Woodstock, Inc. is the sub-grantee of the funds and
administers the local program; and
WHEREAS, the total program cost is $174,986.00, of which $157,487.00 is
Federal (State pass thru) funding and Family of Woodstock, Inc. is responsible for
the required 10% match; and
WHEREAS, only $25,845.00 of the $157,487.00 was expended leaving a
balance of $131,642.00 unexpended; and
WHEREAS, the Probation Director requests the amount of $131,642.00 be
appropriated in the 2014 Ulster County Budget; now, therefore, be it

RESOLVED, that the Ulster County Budget is hereby amended as follows:
INCREASE AMOUNT
A4-1835-4400 Other Fees, Professional Services $131,642.00

A3-1835-4310 Federal Aid, Probation Services $131,642.00
(Rev.#)
and, be it further
RESOLVED, that if funding for this program is eliminated then the program
will be eliminated as well,
and move its adoption.
