Chairman of the Ways and Means Committee, Richard A. Gerentine, and Deputy

Chairman Tracey A. Bartels offer the following:

WHEREAS, Subdivision 6 (a) of Section 65 of Social Services Law requires

the Commissioner of Social Services to provide Home Relief for local charges

residing or found in a town or city of the County when the town or city public

welfare officer is absent or the town public welfare officer has decided not to grant

Home Relief as recommended; and

WHEREAS, Subdivision 6 (b) of Section 65 of Social Services Law further

provides that expenditures made pursuant to this Section, subject to State

reimbursement, shall be a charge on, and shall be reimbursed to the County by the

City of Kingston; and

WHEREAS, pursuant to Resolution No. 289 dated December 4, 2012, the

County began a three year phased-in takeover of Safety Net expenses, with 33% of

the local share borne by the County in 2013; 66% of the local share borne by the

County in 2014; and 100% of the local share borne by the County in 2015; and

WHEREAS, the City of Kingston is its own taxing and collection authority,

thereby giving the City of Kingston the authority to relevy on its own tax bills any

Safety Net expenses owing to the County; and

WHEREAS, the City of Kingston’s share of Safety Net Expenses for the prior

year is due and owing to the County; now, therefore be it

RESOLVED, that the outstanding amount of Safety Net expenses be levied

and assessed upon the taxable real property of the City of Kingston, and when

collected be made payable to the Ulster County Commissioner of Finance,

and move its adoption.
