Chairman of the Laws and Rules, Governmental Services Committee, Legislator
Richard Parete, offers the following:
WHEREAS, the Ulster County Legislature believes that the designation of
names for county-owned assets should be approached with deliberation and input
from local municipalities; and
WHEREAS, the Ulster County Legislature believes that the setting forth
policies and procedures relating to the naming of county-owned assets can prevent
conflict, provide a historical context for future generations in Ulster County and is in
the public interest; now, therefore be it
RESOLVED, the Ulster County Legislature establishes the following policy
for the naming of the assets owned by County of Ulster:
Section 1. It is the policy of the County of Ulster for the Ulster County
Legislature to choose names for county-owned assets by a majority vote based upon
the following criteria, in no particular propriety order:
1. Neighborhood or geographical identification;
2. A natural or geographical feature;
3. An outstanding feature of the asset;
4. An event of historical or cultural significance;
5. A historical figure or an individual (living or deceased) who has made a
significant land, monetary or civic contribution to
a. the County of Ulster, or
b. the municipality in which the asset is situated, or
c. given their life while in service of the United States Of America;
6. As required by purchase or gifting agreement

Section 2. The Ulster County Legislature shall designate the names of
county-owned assets via resolution. Unless the asset name is designated in a
purchase agreement or an accepted gift of property, the Ulster County Legislature
shall make its selection after receiving a recommendation from the municipality or
municipalities in which the county-owned asset occurs, which shall be based upon
public input from individuals and organizations. Municipal recommendations shall
state how the proposed name(s) meet(s) the criteria of Section 1.
Section 3. Whenever the Ulster County Legislature or local municipality
wishes to consider naming a county-owned asset, the issue shall be referred to the
Public Works and Capital Projects Committee of the Legislature before approval of
that name by the full Legislature. If more than one name is proposed for a particular
county-owned asset, the Chairman of the Public Works and Capital Projects
Committee may create a sub-committee to consider the proposals and make
recommendations to the Public Works and Capital Projects Committee.
Section 4. A public hearing shall be scheduled prior a vote by the Ulster
County Legislature on a resolution naming a County-owned asset to insure public
input on any name(s) being considered.
Section 5. Following the selection of a name for a county asset by the
Ulster County Legislature, the County shall identify the specific asset with
appropriate signage specifying the name.
Section 6. The name shall remain for a minimum of 25 years except in an
instance when a County-owned asset is named for an individual and the County
Legislature finds that because of the individual’s character the continued use of their
name would not be in the best interest of the community.
