The Ways and Means Committee (Chairman Gerentine and Legislators Bartels,

Belfiglio, Briggs, Maio, Maloney, Richard Parete, and Rodriguez)

Chairman Parete and Majority Leader Gregorius offer the following:

WHEREAS, Section C-20 (A) of the Ulster County Charter states, “There

shall be a Counsel to the Legislature who shall be appointed by the Chairman of the

Legislature”; and

WHEREAS, in past years, the responsibilities of Counsel to the Legislature

were divided between two part-time positions approved in the County budget; and

WHEREAS, in recent years, a new structure was developed creating one parttime Paralegal position, and one full time Legislative Counsel position which was

subsequently removed from the Personnel listing to become a contractual expense;

and

WHEREAS, the Ulster County Legislature has determined that the most

valuable and proficient use of Legislative Counsel is to revert back to the two parttime position structure; now, therefore be it

RESOLVED, that 2014 Adopted Budget is hereby amended as follows:

 CREATE AMOUNT

1040-1110 (Part Time) Leg Counsel $37,500.00

(Pos #) $45,000.00

 TRANSFER

FROM AMOUNT

A4-1006-4400 Other Fees for Professional Services $50,000.00

TO

A4-1006-1807 Part Time Pay, Clerk of Leg Board $50,000.00

 INCREASE

1040-1115 Paralegal (Reclassified to Leg Counsel) $12,500.00

and moves its adoption.

FINANCIAL IMPACT:

$50,000.00- 2014 BUDGETED APPROPRIATIONS

Legislator Gregorius motioned, seconded by Legislator Ronk, to amend the salaries

of the Legislative Counsel positions by redistributing the funds as indicated above,

with no change to the Financial Impact.
