Legislator Peter M. Loughran offers the following:

WHEREAS, pursuant to the requirements of New York General Municipal

Law (GML), Section 104-b, the Ulster County Legislature, by Resolution No 66 of

March 12, 1992, adopted Procurement Policies and Procedures for the Ulster County

Purchasing Department; and

WHEREAS, such Policies and Procedures were later revised and adopted

pursuant to Resolution No. 93 of March 9, 2000, Resolution No. 365 of December

16, 2009, Resolution No. 206 of August 14, 2012, and Resolution No. 215 of June

17, 2014; and

WHEREAS, the goal of Purchasing is to make the purchasing process as

competitive and objective as possible, while striving to promote high standards for all

business relationships; and

WHEREAS, the Ulster County Department of Purchasing has partnered with

Empire State Purchasing Group to allow businesses and suppliers the ability to visit a

single web site to search for and download municipal bidding opportunities across

New York State while increasing efficiency and lowering costs for New York

agencies, and taxpayers, through shared resources; and

WHEREAS, founded in August 2001, the Empire State Purchasing Group

website gives access to over 1,700 departments across New York State; and

WHEREAS, pursuant to New York GML, Section 103, bids submitted in an

electronic format shall be accepted provided that the governing board authorizes such

via resolution; now, therefore, be it

RESOLVED, the Ulster County Legislature encourages vendors to register on

the Empire State Purchasing System to receive direct access to the County’s RFP’s

and bid opportunities; and be it further

RESOLVED, the Ulster County Legislature hereby authorizes the receipt of

bids in an electronic format as described in Section III. G. entitled “Receipt of Bids”

of the Ulster County Purchasing Department Procurement Manual;

and moves its adoption.
