Chairman of the Legislative Programs, Education and Community Services

Committee, David B. Donaldson, and Deputy Chairman Mary Wawro offer the

following:

WHEREAS, the Legislature has previously approved the 2014 Youth Bureau

Resource Allocation Plan in the amount of $200,424.00 by Resolution No. 167, dated

May 20, 2014; and

WHEREAS, there is available $13,394.00 in additional funding from New

York State for Youth Programs; and

WHEREAS, the Director of the Youth Bureau has requested the Ulster

County Youth Bureau’s 2014 Resource Allocation Plan be amended and approved in

the amount of $213,818.00 in order to qualify for the full reimbursement from the

New York State Office of Children and Family Services; and

WHEREAS, the $213,818.00 amended total includes $26,877.00 for programs

administered by non-County municipalities (towns, villages and/or city) with

reimbursement no longer provided directly from New York State to those

municipalities; and

WHEREAS, the amended reimbursable County portion of this allocation is

$213,818.00; and

WHEREAS, the Resource Allocation Plan covers Youth Development

Program (YDP) and Runaway Homeless Youth Act (RHYA) programs; and

WHEREAS, the Ulster County Youth Board has met and reviewed all

submitted proposals and has made its recommendation to the Director of the Youth

Bureau; and

WHEREAS, an amendment to the Ulster County budget is necessary in order

for the Youth Bureau t

RESOLVED, that the Ulster County Legislature hereby amends and approves

the Ulster County Youth Bureau’s 2014 Resource Allocation Plan in the amount of

$213,818.00, in the form as filed with the Clerk of the Ulster County Legislature or

as modified with the approval of the County Attorney; and, be it further

RESOLVED, that the 2014 Ulster County Budget is hereby amended as

follows:

 INCREASE AMOUNT

AA.7310.3101-3300.3820 State Aid, Youth Programs $13,394.00

and, be it further

RESOLVED, if funding for this plan is eliminated, County participation will

be reviewed by the Ways and Means Committee,

and move its adoption.
