Committee (Chairman Donaldson and Legislators Archer, Gregorius, Lopez, and
Wawro), and The Ways and Means Committee (Chairman Gerentine and Legislators
Bartels, Belfiglio, Briggs, Maio, Maloney, Provenzano and Rodriguez)
Chairman of the Legislative Programs, Education and Community Services
Committee, David B. Donaldson, and Deputy Chairman Mary Wawro offer the
following:
WHEREAS, this resolution has been submitted by the County Executive on
behalf of the Director of the Youth Bureau; and
WHEREAS, New York State’s General Municipal Law Article 5-G and
Section A3-4 (Y) of the Ulster County Administrative Code provide that the
Chairman of the Ulster County Legislature can enter into inter-municipal agreements
on behalf of the County of Ulster; and
WHEREAS, the Director of the Youth Bureau and the Ulster County Youth
Board join in requesting that the Chairman of the Ulster County Legislature be
authorized to execute agreements with the City of Kingston in the amount of
$10,200.00 for the Environmental Education Program, an amount of $2,600.00 for
the Summer Recreation Program, and an amount of $3,150.00 for the Rondout
Center Program for the term January 1, 2014 through December 31, 2014; and
WHEREAS, the Environmental Education Program has as an objective,
helping youth demonstrate ethical behavior and civic values, and the Program
provides two environmental instructors to train Ulster County children, both in
school and after school, in the Environmental Sciences; and
WHEREAS, the Summer Recreation Program has as an objective, helping
youth demonstrate ethical behavior and civic values, and the Program provides a
seven (7) week summer experience for youth; providing a safe, enjoyable
environment for youth; and
WHEREAS, the Rondout Center Program has as an objective, helping youth
demonstrate ethical behavior and civic values, and the Program provides a safe,
structured out of school time environment for youth (kindergarten through 12th
grade); and

WHEREAS, Ulster County will be reimbursed $15,950.00 attributable to the
program by the New York State Office of Children and Family Services in
accordance with the Youth Bureau’s 2014 Resource Allocation Plan; now, therefore,
be it
RESOLVED, that the Chairman of the Ulster County Legislature is hereby
authorized to execute agreements, and any amendments thereto, for the
Environmental Education Program, the Summer Recreation Program, and the
Rondout Center Program with the City of Kingston, for the term January 1, 2014
through December 31, 2014, in the forms as filed with the Clerk of the Ulster County
Legislature or as modified with the approval of the County Attorney; and be it further
RESOLVED, if funding for these programs is eliminated, the programs will
be eliminated as well,
and move its adoption.
