Legislator Kenneth Ronk offers the following:

WHEREAS, §C-11 of the Ulster County Charter and §A2-5 of the

Administrative Code state, “The County Legislature shall be the legislative,

appropriating and policy-determining body of the County and, as such, shall have and

exercise all powers and duties now or hereafter conferred upon it by applicable law

and any and all powers necessarily implied or incidental thereto”; and

WHEREAS, pursuant to § C-11 (A) of the Ulster County Charter and §A2-

5(1) of the Administrative Code, the Ulster County Legislature has the specific

authority “to make appropriations, levy taxes, incur indebtedness and adopt a budget,

including a capital program”; and

WHEREAS, the Ulster County Legislature must actively participate in the

oversight of the financial affairs of Ulster County in order to properly carry out its

responsibilities under these two provisions; and

WHEREAS, the Ulster County Legislature routinely makes financial

decisions regarding the receipt of revenues, grant funds, state and federal aid and the

expenditure of County funds in addition to the levying of property taxes and the

adoption of the annual budget; and

WHEREAS, on December 18, 2012, the Ulster County Legislature passed

Resolution No. 317 which authorized the execution of a contract with New World

Systems in the amount of $559,400.00 for the installation and support of an

integrated financial management system software known as “Logos.NET”; and

WHEREAS, this new financial software enables the County to produce

Budget Performance Reports for all divisions, departments, and units within County

government whenever desired; and

WHEREAS, these Budget Performance Reports provide a real time view of

the County’s financial positions in relation to the adopted Ulster County budget; and

WHEREAS, the Ulster County Legislature deems it necessary to have the

most accurate and up-to-date information regarding the income, expenditures, and

account balances for all County divisions, departments, and units to effectively

conduct its business for the County; now, therefore be it

RESOLVED, the Clerk of the Legislature and/or the Clerk’s designee shall be

provided with appropriate computerized access to the Logos.NET software, and all

necessary training therefore, to independently and at will, per the request of any

Legislator, generate, print, save, and/or download the Budget Performance Reports

for any and all divisions, departments, and units in Ulster County Government,

without any additional approvals or other special clearances required, effective

immediately,

and moves its adoption.
