Referred to: The Ways and Means Committee (Chairman Gerentine and Legislators
Bartels, Belfiglio, Briggs, Maio, Maloney, Provenzano, and Rodriguez)
Legislator Richard A. Gerentine and Legislators Briggs and Lopez offer the
following:
WHEREAS, the Upstate New York Gaming Economic Development Act of
2013 (Chapters 174 and 175 of the Laws of 2013) (hereinafter “the Gaming Act”)
was enacted on July 30, 2013; and
WHEREAS, on November 5, 2013, New York voters passed the public
referendum amending the State Constitution authorizing casino gambling in New
York State; and
WHEREAS, pursuant to the Gaming Act, four (4) casinos are to be sited
within three (3) regions of the State; and
WHEREAS, one of the regions is the Catskills/Hudson Valley region which
includes Ulster County; and
WHEREAS, the Gaming Act creates the Resort Gaming Facility Location
Board to review and evaluate the applications submitted to make selections of who is
eligible to apply for a commercial gaming license in New York State; and
WHEREAS, as a condition of filing, each applicant must illustrate to the
Board’s satisfaction that local and community support has been demonstrated; and
WHEREAS, the Gaming Act was enacted to assist in job growth and increase
school and property tax relief; and
WHEREAS, the New York State Division of Budget projects that a casino
will generate approximately $2 Million dollars annually in school and property tax
relief in Ulster County; and
WHEREAS, the New York State Division of Budget further projects that a
casino will provide approximately $2,287,985 annually in local government aid in
Ulster County; and

Supporting The License Approval And Operation Of A Casino At
The Former Nevele Grande Hotel And Country Club In The Town
Of Wawarsing
WHEREAS, by Resolution No. 154 passed on June 19, 2012, the Ulster
County Legislature supported the placement of a casino at the former Nevele Grande
Hotel and Country Club in the Town of Wawarsing because it would create
thousands of direct and indirect jobs and provide an economic stimulus in the
southern part of Ulster County; and
WHEREAS, the County Executive has demonstrated his strong support for a
casino being sited at the Nevele site; and
WHEREAS, the Town Board of the Town of Wawarsing has unanimously
approved and supported locating a gaming casino at the Nevele site through passage
of Resolution No. 11 of 2012; and
WHEREAS, the Village Board of the Village of Ellenville has unanimously
voted to support the revitalization of the Nevele site by the construction of a casino
by Nevele Investors, LLC as evidenced by Resolution No. 022712-15; now,
therefore, be it
RESOLVED, the Ulster County Legislature supports the awarding of a
gaming facility license for the operation of a casino at the former Nevele Grande
Hotel and Country Club in the Town of Wawarsing; and, be it further
RESOLVED, that the Clerk of the Legislature shall send a copy of this
resolution to the Resort Gaming Facility Location Board,
and move its adoption.
