Chairman of the Ways and Means Committee, Richard A. Gerentine, and Deputy

Chairman Tracey Bartels offer the following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the County Attorney; and

WHEREAS, Ulster County continues to administer several flood buyout

programs (the “Programs”) with funding from various sources, including FEMA

(Federal Emergency Management Agency), the goals of each being the purchase of

resident’s flood-prone or flood-damaged property in order to remove people from

harm’s way; and

WHEREAS, the Programs are extremely detailed with various eligibility

requirements and timeframes and are therefore time and labor intensive; and

WHEREAS, the creation of the position of Disaster Assistance Coordinator

would centralize and organize the administration of the Programs, thereby creating

operational efficiency; and

WHEREAS, Ulster County residents may have questions regarding floodprone or flood-damaged property and may still be required to interact with local, state

and federal agencies in regard to disaster relief and/or assistance, therefore it is

important to have a liaison between Ulster County residents and the disaster relief

agencies; and

WHEREAS, the funding necessary for the new position will be covered by

grant money from FEMA; and

WHEREAS, the Ulster County Personnel Officer has reviewed the request

and has by order and determination deemed the classification of Disaster Assistance

Coordinator (management) and allocates as such to the non-competitive class of the

classified civil service pending New York State Civil Service Commission approval;

now, therefore, be it

RESOLVED, that the 2014 Ulster County Budget is hereby amended as

follows:

A4-1146-8001 State Retirement $ 9,254.00

A4-1146-8002 Social Security $ 3,540.00

A4-1146-8060 Empire PPO (Health Insurance) $13,264.00

and, be it further

RESOLVED, that if funding for this position is eliminated, then the position

will be eliminated as well,

move its adoption.
