Chairman of the Law Enforcement and Public Safety Committee, Thomas J. Briggs,

and Deputy Chairman Kenneth Ronk offer the following:

WHEREAS, this resolution has been submitted by the County Executive on

behalf of the Department of Emergency Communications/Emergency Management;

and

 WHEREAS, the Director of Emergency Communications/Emergency

Management requests that the Chairman of the Ulster County Legislature be

authorized to enter into an agreement (C974130), and any amendments to the

agreement, with the New York State Division of Homeland Security and Emergency

Services for the FY13 State Homeland Security Program, for the term September 1,

2013 through August 31, 2015, in the amount of $230,000.00; and

 WHEREAS, this funding originates from the United States Department of

Homeland Security and passes through New York State via the State Homeland

Security Program (CFDA# 97.067); and

 WHEREAS, the State Homeland Security Program supports planning,

equipment, training, and exercise needs associated with the preparedness and

prevention activities for terrorist events using weapons of mass destruction involving

biological, nuclear, incendiary, chemical, explosive and radiological materials; and

 WHEREAS, the grant requires no matching County dollars; now, therefore, be

it

 RESOLVED, that the Chairman of the Ulster County Legislature is hereby

authorized to execute an agreement (NYS Contract # C974130), and any

amendments thereto, with the New York State Division of Homeland Security and

Emergency Services for the State Homeland Security Program (SHSP) FY13, in the

amount of $230,000.00, in the form as filed with the Clerk of the Legislature or as

modified with the approval of the County Attorney; and, be it further

RESOLVED, that the 2014 Ulster County budget is hereby amended as

follows:

 INCREASE AMOUNT

A4-1800-2859 DHSES #C974130 $230,000.00

A3-1800-4389 FA, Civil Defense $230,000.00

and, be it further

 RESOLVED, that if funding for this program is eliminated, the program will

be eliminated as well,

and move its adoption.
