Chairman of the Ways and Means Committee, John Gavaris, and Deputy Chair Kevin A. Roberts offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Department of General Services; and

 

WHEREAS, the Ulster County Director of General Services has indicated that significant cost and administrative savings can be achieved through a Cooperative Procurement Alliance between Ulster County and the counties of Chemung and Rockland (collectively referred to as the “Organizing Local Governments”), and any other local government of the State of New York that becomes a party hereto (who, together with the Organizing Local Governments, shall be collectively referred to as the “Empire State Cooperative Procurement Alliance” or “Alliance”) wherein commodity and service needs are combined to offer prospective vendors higher volume opportunities; and

 

WHEREAS, it is in the best interests of Ulster County to obtain quality goods and services at the most economical prices; and

 

WHEREAS, the proposed Cooperative Purchasing Agreement with the Empire State Cooperative Procurement Alliance would provide for the collaborative procurement of bid goods and services and would provide greater purchasing leverage to Ulster County; and

 

WHEREAS, any procurement would be based on the purchasing policy of Ulster County and each signatory municipality would handle its own order and payment processing; now, therefore, be it

 

RESOLVED, that the Ulster County Legislature hereby authorizes the County of Ulster, through its Department of General Services, to participate in the Empire State Cooperative Procurement Alliance and authorizes the Chair of the Legislature of Ulster County to execute an intermunicipal cooperation agreement, and any amendments thereto with approval of the county attorney, with other local governments forming the Empire State Cooperative Procurement Alliance for the purpose of fulfilling and implementing cooperative procurement,

 

 

and moves its adoption.
