Chairwoman of the Law Enforcement and Public Safety Committee, Gina Hansut, and Deputy Chair Chris Hewitt offer the following:

 

WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Ulster County Department of Emergency Communications / Emergency Management; and

 

WHEREAS, the Department of Homeland Security and Emergency Services (DHSES) has appropriated funds in the FY24 budget to purchase flood mitigation equipment to support counties in emergency flood events, enhancing preparedness and response capabilities; and

 

WHEREAS, Ulster County seeks to enhance its flood mitigation efforts through a Memorandum of Understanding (MOU) authorizing the use of state-provided equipment, helping protect vulnerable areas and mitigate disaster impacts; and

 

WHEREAS, the purpose of this MOU is to establish the terms and conditions under which DHSES will transfer possession (but not have ownership) of flood mitigation equipment to Ulster County, while retaining oversight to ensure compliance and operational readiness; and

 

WHEREAS, the MOU requires no matching funds from Ulster County; now, therefore be it 

                                                 

RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to sign an agreement, and any amendments thereto, with the Department of Homeland Security and Emergency Services for flood mitigation equipment in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney,

 

and moves its adoption.
