Referred to: The Economic Development, Planning, Education, Employment, Arts and Agriculture Committee (Chairwoman Sperry and Legislators Clinton, Corcoran, Hewitt, Litts, Stewart and Walls), and The Ways and Means Committee (Chairman Gavaris and Legislators Collins, Hansut, Kovacs, Nolan, Roberts, and Uchitelle)
Chairwoman of the Economic Development, Planning, Education, Employment, Arts and Agriculture Committee, Megan Sperry, and Deputy Chair Herbert Litts, III offer the following:
WHEREAS, this resolution has been submitted at the request of the County Executive on behalf of the Ulster County Office of Employment and Training; and
WHEREAS, the Ulster County Office of Employment and Training requests that Chair of the Legislature be authorized to sign worksite agreements with various municipalities to operate Youth Employment Programs; and
WHEREAS, the programs include both the Temporary Assistance for Needy Families (TANF), funded Summer Youth Employment Program (SYEP) and Youth Employment Program (YEP), the Workforce Innovation and Opportunity Act (WIOA) funded year-round Young Adult Employment Program, and the Brighter Futures Initiative (BFI); and
WHEREAS, the Ulster County’s Summer Youth Employment Program (SYEP) helps young people from low-income households gain valuable work experience during the summer and a significant wage; and
WHEREAS, 100% of the youth’s wages are paid by United Way through a contract with the County using federal funds for the summer work experience internship; and
WHEREAS, the Ulster County’s Youth Employment Program (YEP) helps young people from low-income households gain valuable work experience during the school year and a significant wage; and
WHEREAS, 100% of the youth’s wages are paid by United Way through a contract with the County using federal funds for the school year work experience internship; and
WHEREAS, the Young Adult Employment Program (YAEP) serves Ulster County young adults between the ages of 16-24 by helping them to enter the world of work in a meaningful and sustainable way; and
WHEREAS, during the YAEP paid internship/work experience, 100% of the young person’s wages are paid through United Way through a contract with the County, using federal funds for up to three months at 40 hours per week; and
WHEREAS, the Ulster County’s Brighter Future Initiative (BFI) helps young people from low-income households gain valuable work experience during the school year and a significant wage; and
WHEREAS, 100% of the youth’s wages are paid by United Way through a contract with the County using private funds for paid work experience internship; and
WHEREAS, New York State’s General Municipal Law Article 5-G, and Section A3-4 (Y) of the Ulster County Administrative Code provide that the Chair of the Ulster County Legislature, upon approval of the County Legislature, can enter into an intermunicipal agreement on behalf of the County of Ulster; now, therefore be it
RESOLVED, that the Chair of the Ulster County Legislature is hereby authorized to enter into an intermunicipal agreements with various municipalities for the worksite agreement for the Ulster County Office of Employment and Training’s Year-Round Young Adult Employment Program, Brighter Futures Initiative, as well as the Summer Youth Employment Program, in the form as filed with the Clerk of the Ulster County Legislature or as modified with the approval of the County Attorney,
and moves its adoption.
