Chairwoman of the Economic Development, Planning, Education, Employment, Arts and Agriculture Committee, Megan Sperry, and Deputy Chair Herbert Litts, III offer the following:

 

WHEREAS, this Resolution has been submitted at the request of the County Executive on behalf of the Office of Employment and Development; and

 

WHEREAS, New York State Homes and Community Renewal (NYSHCR) issues an annual Notice of Funding Availability (NOFA) for the following programs: Community Development Block Grant (CDBG), RESTORE, Affordable Homeownership Development Program (AHODP), Access to Home, and Access to Home for Medicaid Recipients Program as well as periodic special notices for additional programs; and 

 

WHEREAS, the New York State Community Development Block Grant Program (NYS CDBG) is a federally funded program administered by the Housing Trust Fund Corporation’s (HTFC) Office of Community Renewal (OCR); and

 

WHEREAS, NYSHCR has a continuing funding round that provides grants to communities that wish to sponsor economic development activities with the goal to create or retain jobs for low-to-moderate income persons that are well paying and provide benefits and training; and 

 

WHEREAS, on May 8, 2023 Ulster County submitted an application under the CDBG Economic Development Small Business Assistance Program for the purchase of commercial grade kitchen equipment for the Hudson House & Distillery, 1835 Rt. 9W,  West Park, NY 12493, to expand operations for catering, events and retreats, and to be able to offer 4 full-time equivalent entry level jobs focused on individuals from low to moderate income households and was notified on June 29, 2023 by NYSHCR of an award; and

 

WHEREAS, Ulster County received a final adjusted funding award of $78,130.00 through said grant; and

 

WHEREAS a first public hearing was held on Tuesday, April 18, 2023, to obtain the view of citizens on the proposed activities of the application for CDBG funding; and

 

WHEREAS, on September 20, 2023, Ulster County entered into a grant agreement with NYSHCR for the purposes of administering said grant; and

 

WHEREAS, the CDBG Program requires a second public hearing on the performance of the program and to provide input on the effectiveness of the administration; now, therefore be it

 

RESOLVED, that said public hearing will be held on Tuesday, August 19, 2025, at 7:10 PM, in the Legislative Chambers, Ulster County Office Building, 244 Fair Street, Kingston, New York, and/or via videoconference to the extent allowable pursuant to existing New York State legislation, or order and the Rules of the Ulster County Legislature; and, be it further

 

RESOLVED, that the Clerk of the Ulster County Legislature shall cause a legal notice of said hearing to be posted on bulletin boards in County Buildings and published in official publications; and, be it further 

 

RESOLVED, that the Clerk of the Ulster County Legislature shall provide copies of the hearing notice to all chief elected officials of municipalities within Ulster County,

 

and moves its adoption.
