Chairwoman of the Law Enforcement and Public Safety Committee, Gina Hansut, and Deputy Chair Chris Hewitt offer the following:

 

WHEREAS, this resolution has been submitted at the request of the Ulster County Sheriff; and

 

WHEREAS, the Ulster County Sheriff is requesting the creation of the position Wellness Case Manager funded by the Law Enforcement Mental Health and Wellness Act (LEMHWA) Implementation Projects for Federal Fiscal Years (FY) 2025-2026; and

 

WHEREAS, the LEMHWA Grant will be used to create and fund a Case Manager in the Wellness Unit reporting to the Oracle Division and to purchase computer equipment for the new position; and

 

WHEREAS, Resolution No. 592 adopted on November 19, 2024, authorized the Chair of the Ulster County Legislature to execute an agreement (15JCOPS-24-GG-01399-LEMH) and any amendments thereto, in the amount of $200,000.00 with the Department of Justice; and

 

WHEREAS, the LEMHWA program added $200,00.00 in funding for the 2024 – 2026 budget years; and

 

WHEREAS, the 2025 Operating Budget includes revenue for the LEMHWA program; and

 

WHEREAS, this grant will create a Case Manager to serve as a Wellness Case Manager position 3110-XXXX reporting to division 1818 (ORACLE) to work in the Wellness Unit; now, therefore it be

 

RESOLVED, that the position of Case Manager to serve as a Wellness Case Manager is created and the 2025 Budget is hereby amended as follows:

RESOLVED, if funding for this program is eliminated, the Commissioner of Finance shall, immediately upon discovery, send written notification to the Clerk of the Legislature, and the relevant Department Head shall attend the next regular meeting of the Ways and Means Committee to assist the Committee in review and evaluation for determination of the position’s continuance; and, be it further

 

RESOLVED, if no new funding source can be identified, this position will sunset when funding is no longer available, unless determined otherwise by the Ulster County Legislature,

 

and moves its adoption.
